(Answered) VTOLs (and Airships) and Low-Altitude movement

Total Warfare page 80 explicitly prohibits VTOLs and Airships from entering the High-Altitude map, but the Low-Altitude rules that start on the same page don't mention them at all.  Can they operate at Low-Altitude?

Per VTOL Movement, p. 54, VTOLs cannot enter the Low Altitude map.  This is mentioned as well on p. 80, this time including airships.

Thanks for the quick turn around Xotl!  Page 54 includes the key phrase "in Total Warfare play".  Do you know where the "other" rules are?

Roger, thanks again for the answer.  I'll dig through TacOps to see if there's something I missed.  I know StratOps has rules about dropping that would technically qualify.
