(Answered) Battlemech Manual Shutdown PSR

In the Battlemech Manual (5th printing) under Shutdown p.52, it is stated that a PSR is required immediately after the shutdown.
Can not find the same statement in Total Warfare.

Is there a difference in these rulebooks?

In TW I don't think it's mentioned in the Shutdown section, but instead appears as an entry on the PSR table on p. 60.
