Rules for how DropShip crashes lower terrain levels are found on p82 of Total Warfare. Their effect on solid terrain is pretty clear. However, some questions remain as to what happens when the crater partially overlaps or is adjacent to a region of water hexes.

Example: a "river" of water hexes extends across a mapsheet as shown below. A DropShip crashes in hex 0813. By rules-as-written, the single water hex it overlaps, 0812, should drop by 2 levels. The net result is a Depth 1 water hex with its surface at level 0, immediately adjacent to two other water hexes with their surfaces at level 2. What happens next? It seems wrong for the water to be held back by an invisible forcefield at the hex boundary, but it's also unclear how water "flooding" the crater would work, exactly, according to the game rules. Even more confusing is what happens if the adjacent water hexes form a small "pond", which would not necessarily be expected to provide unlimited water, as opposed to the "river" below, which could plausibly be expected to fill the newly formed crater. Some similar effect might also be expected if the crash crater is adjacent and below the surface of a water hex, but did not overlap it (e.g. if the DropShip crashed in hex 0814 instead).

Similar questions could apply for DropShips landing rather than crashing, as this still reduces terrain by 1 level if the central hex is not a paved, road, or water hex.

One final question: If the crater does flood, should the DropShip be destroyed for "crashing in a Depth 2 or greater water hex"? I would assume not, since the central hex was not a water hex prior to the crash, but it's worth asking. The initial impetus for this topic was an odd MegaMek interaction where a crash overlapping a non-central water hex would fill the entire crater with Depth 2 water, and process it as if said water had existed before the crash, resulting in the DropShip's automatic destruction. This didn't seem right, but we realized that we didn't actually know what should happen according to the rules.
