How do you edit pictures?

I've seen a few people with pictures overlapping other pictures in their avatar.  How do you do this?

Photoshop or GIMP are the usual drugs of choice.

  Personally, I swear by Paint.NET, but that may just be because it came free on a magazine CD.   :D
  (And FWIW, my .sig artwork is very much not my work.  My hack-jobs could never compare to the phenomenal skills of the Blue Marsupial....   ;D)
