Total Warfare p. 138 states: "Torpedoes may only be fired from or into a water hex of Depth 1 or greater, and the attacker must trace LOS through water hexes of Depth 1 or greater. When using torpedo launchers, a submerged attacker may fire on a target on the surface of the water, or an attacker on the surface may fire on a submerged target, in exception to the normal rules on Intervening Terrain."
Does an an attacker or target "on the surface" mean that the unit is at Depth 0, atop the water, or does it allow any unit above water to fire on a submerged target that meets the above requirements, and vice versa?
