Can a mech use Minimum Movement (TW 49) in a Tornado F4 (TO:AR 60)?
Minimum Movement states "A unit can always move into the hex directly in front of it" but "A unit that enters a hex under these conditions is considered to have used running/flanking movement"
Tornado F4+ states "'Mechs cannot run"
