Administrative Double-Duty

On pages 20-21 of the fourth printing of Campaign Operations, combat personnel are permitted to double as astechs or even full technicians if they have the appropriate amount of Technician skill. If you aren't tracking that, up to a quarter are assumed to have it.

With administrators, you're stuck with the one-quarter cap. Administration is a skill in A Time of War, and it's included with officer training: why can't you use that skill in place of the cap like you can with technical double-duty?

Page 21, fourth printing.

As per <https://bg.battletech.com/forums/index.php?topic=85612.msg2022970#msg2022970>, players tracking Administration Skill Ratings should be able to have combat personnel with sufficient expertise double as administrators in the same fashion as technical support.

I'd recommend using the same requirement as Astechs and the Technician skill, such that Administration +1 is needed when not in combat and Administration +3 is used during combat operations.
