There are some units that mount regular weapons with artillery and some that mount two artillery weapons:
-If a mech or vehicle shoots artillery at a hex in the artillery targeting phase, and then attempts to shoot a regular weapon in the weapons phase, does it get +1 for the weapons phase target because it is applying the multiple targets rule (tw 108)? 
-If so, can the unit choose the artillery shot to be the secondary target even though it is shot earlier in the turn?
-If a mech has two artillery weapons and shoots at two different hexes, is the multiple targets rule applied?

1. No, because it is a different phase.
2. N/A.
3. Yes.

3 isn't spelled out in the rules, since they generally seem to assume that one unit has one artillery weapon.  But we've had units with multiple artillery weapons for a long time now, so we need to catch up there as RAW is silent on the matter.
